Dogs that bark all the time, and I mean all the time for attention.?

I give them attention and they stop barking but it is driving me crazy. If I put them in the yard they start barking and my neighbors get really mad and write me notes and stuff. Then when I leave it is a break, and I like it, but when I return it starts all over again. I tried bark collars but sometimes they work then they stop, but what works besides getting rid of them? My boyfriend now refuses to come here because he won't listen to the barking dogs, so their it goes. All this darn house and its upkeep and yard, and still nobody wants to stay with barking creatures. I am an animal lover, and it is truely wearing me out. I had to replace my recreation room floor with unoleum and other extremes to like wall paper being eaten, and so it goes...Any information ...or should I quit
